Mr. Harding tells me that there is no objection in principle to the cost of a town planner expert being met by an allocation under C.D. and W. When we have had the views of Appointments Department as to the calibre of man who should be appointed, the likelihood of obtaining such anone, and the salary that should be paid to him, I will prepare an application for a grant. At the same time we should telegram to the Governor giving him our views as to the desirable length of the appointment and the salary to be paid and some indication of how soon he can expect the appointment to be filled.

It will be noted from the red slip attached to 1 that the Secretary of State wishes to speethese papers in due course.
